We Don't Have Your Position In Parliament: Speaker Among Blocks Zaake From New Job

On 22nd December, the National Unity Platform General Secretary David Lewis Rubongoya while at the party’s Makerere Kalule offices and franked by party president Robert Kyagulanyi Ssentamu alias Bobi Wine announced their new opposition leadership in parliament.

Following the precedent set by the Forum for Democratic Change where the leader of opposition serves half term of two and half years, Mathias Mpuuga’s tenure came to an end as leader of opposition.

David Lewis Rubongoya announced the new leader of opposition who is now the Nakawa West legislator Joel Ssenyonyi who was serving as the chairperson of the COSASE committee in parliament. Mathias Mpuuga was sent to the parliamentary commission to server as a commissioner of parliament replacing Zaake whose stint in the parliamentary leadership group didn’t go well having been removed by parliament in 2022.

Among the other leaders announced was Mityana Municipality legislator Zaake Francis Butebi who was appointed the Shadow minister for presidency and Deputy Chief Whip replacing Jinja’s Manjeri Kyebakutika whose served in the position very well alongside the opposition Chief Whip John Baptist Nambeshe.

In a quite a dramatic turn of events, Speaker Anita Among has rejected the appointment of MP Zaake Francis Butebi as the Deputy Chief Opposition Whip saying the position is inexistent and is not provided for in the rules of procedure and Zaake was given hot air.

“We don’t have that position (Deputy Chief Whip) in our Rules of Procedure. We don’t have it, withdraw it. We have a whip who is your good self, we don’t have a deputy in our Rules of Procedure. That is air, if someone has been given air, that is air,” said Anita Among

Now Zaake will only remain as the Shadow minister for presidency but not Deputy Chief Whip as his party wanted him to serve. Zaake last year revealed he has issues with Anita Among and he says this started way back when Jacob Oulanyah was still speaker of parliament.
